Yes it has deck building, but the mechanics of this game are bugged all to hell. Game makes impossible moves, cannot count damage properly, and above all the shuffle mechanic is broken as ♥♥♥♥... I spent an hour trying to get a hand that did not either have 2 mana or 6 mana.
