Sure, I'll be happy to tell you. To level up on steam requires trading cards to be crafted for experience points that goes towards each level. This video better explains it - https://www.youtube.com/watch?v=z-U25ueOf5w (Level up FAST in Steam Tutorial - Understanding Steam's Leveling system)

Just a side note that it will require purchsing trading cards from the community marketplace in order to craft. You can get trading cards from games you play that have them, but sadly the drop rate is long and limited so you will not get every card. You can trade for cards you need with friends, but I personally found purchasing a steam wallet card to redeem to my account is better to use towards getting trading cards to purchase and craft to level up. Hope that helps you, once again the video may do better in explaining than I can. :)
