Is there anyway to gift (not trade) cards?
Is there any way of gifting dropped/bought cards to a new account that doesn't have trading yet?

I don't believe so. The only options are to sell them in the marketplace or to trade them through friend/chat.

They're going to introduce trade offers which should let you gift cards. However I'm pretty sure you'd need to have trading (if by trading you mean be in the card beta.)

Ah, right. I didn't know Trade Offers would include a gifting feature. By trading, though, I mean having the option to trade anything with another user (ie after Steam Guard's 15 day wait period and 30 days after making a store purchase), since both users are already in the Trading Card beta.

I'm curious about this too. I'd be interested to gift some of my duplicate cards to friends to encourage them to start collecting themselves, but can't find a way to do it yet. :(
my problem is that I have coupons , and they are valid for 1week, well the guy who i wanted to trade with havent got steam guard , and till he waits 15 days, my coupon wont be valid anymore =( this 15 day REALY sucks

If you can't trade with someone, based on what you said, they either haven't done anything with their steam account (bought a game or gotten a game invite) or they haven't enabled steam guard. Both of which can be easily taken care of, though you have to wait 2 weeks after guard activation.

I think this is a must have option, some users want to give cards to their friends, not selling them.

You can accomplish that by using the Trade option, the receiving party can just offer nothing.

Might want to check the original question: "Is there any way of gifting dropped/bought cards to a new account that doesn't have trading yet?"

With a new account you cannot sell cards (for 30 days), but you can trade.
