The only way to get all the cards is to buy/trade for them. They only cost around $0.07 USD each. You can find them from the "Badges" page under your username Tab, or in the "Market" under the Community Tab.
When you play a game, you will get card drops after a while. But you only get up to half of the cards for that game. So if your game has 6 cards in total, you will only win around 3 for playing.
There are a few ways you can get more cards. You can access all of these options by going to your Badges page, and clicking on a game.
You can click [Search the Market] to go and buy a card from people who are selling it. You will need to have added money to your steam wallet. You can only add $5 USD or more, but cards are only around $0.15 USD (some are cheaper, some are much more expensive).
You can click [Visit Trade Forum] to go to the forums for the game, and offer to trade with people. But you need to have something they want, and there is also a delay (even with mobile authenticator). It's good value, but hard to find people.
From the Badges page, you can click [Booster Pack Creator] up the top right to create a pack using Gems. To get gems you need to "Convert" items in your inventory to Gems. But this is not very good value. And once you get enough to make a booster pack, it will only give you 3 more cards (they might be the same cards). I think Booster Packs are a waste. It is cheaper to trade, and easier to buy them.
I hope I helped. Sorry for the long read.
