Can you craft a badge for a game you don't own?

I'm wondering if I were to acquire all the cards for a needed badge (by trading or buying) if I would be able to craft the badge or not. Do you have to own the game to be able to craft the badge, or do you just need the cards?

I'm actually asking because of Dota 2, and while I do own the game, I do not see the badge showing up under my badges as something to work towards. I've heard that to get it to show up, you either have to have purchased something in Dota 2 prior to the Trading Card update, or purchased at least $9 of content from the game, after the update.

Is this true? Or could I simply trade for a Dota 2 card and then be able to see it in my badges?

I had Dota 2, didn't show up and then I either installed or played it (< 1 min) and it appeared

I crafted a Guns of Icarus Online badge before I owned the game. As soon as you own a card for a game it pops up on your badges page.

I can confirm this too, I don't own Gratuitous Space Battles, but I got a card for it from a friend, so I bought the rest of them and was then able to craft the badge for it. It's a good thing about the Steam Trading Cards system, that you can trade and collect any and all cards, and nothing depends on which games you actually own. Some of us just like the cards, not necessarily all the games (there surely are a few on the participating games list that I have no intention to ever let touch my Steam library.)

You don't level up every badge. You gain experience per badge, but as your level rises you'll need more experience per level (each 10 levels there's an additional 100xp needed per level).

Yeah I got my level from selling keys for cards and all of them were games I did not own
