But meh, this is business I guess, and newer players like me will just have to suck it, even though I'm very active on steam, and owning more than 30 fully paid games with money out of my pocket.

I'm a gamer, I use steam because I love game.
They don't care about gamerz they just want traders and profit from market.
a trading card thing is for the traders and profit from market.
the games they make, the store they created with low prices, constant sales...those are for the gamers.
The only unfair thing who could happen would be they change the system, make it easier, way cheaper and screw with those few collectors who bought those rare badges for a nice amount of $. That would be unfair.
Nobody said it was unfair because of the price. The discussion was about your chances of getting a foil being zero until you reach level 10.
The rarity need not change just to make things even either. They can simply make it even more rare, but due to removing the level restriction the same percentage of foil cards will exist and so nothing will change about their value.
That was the original topic. But now I think the discussion is mainly about the potential for exploitation if the level restriction is removed because people can make many accounts and farm them.

Well, in that case I may simple disagree with that, people should simple play the games and have fun with the cards, instead of holding it for a little chance of getting something better and achieving lvl 10 for other reason than want to be lvl 10, also some people would get the cards without knowing they could "block" it annnnnnd this would still make the foil cards price drop, Steam can make more money without this block system and people will have less stress with it, doesn't sound like something necessary.
I'm personally against removing the level restriction completely, due to the problems of account farming. It's already bad enough what with TF2 idlers/inflation.
As for lowering the level restriction, I'd be up for that. Maybe level 7 or 8 would be nice, though they'd have to reduce the foil chance a bit just to balance out people buying cards from the market on farm accounts to get to the level.
