How much is having a relatively rare badge worth to you, compared to making more progress towards a standard badge (foils are worth 3-4 normal badges) or outright selling it? If you're a super big fan of Binding of Isaac it might be worth it since it's more Isaac stuff and it's highly unlikely that getting the card back at a later point will be cheaper. If you don't care about completing the foil badge, get rid of the card in whatever method makes you most happy.
Booster packs are worth buying if you can get them for the same price or even better less than 3 cards of that set. You will have to do some trading due to likely getting a lot of doubles but it's worth for the foil chance so you can resell and get a little back if you get one, plus it's not costing you any extra.
