Your level doesn't contribute to your chances.
Level only contributes to your chances of getting booster packs as far as trading cards are concerned; even then versus the other people who are eligible for the said boosterpacks.
The rest of the info you have kindly provide is known from steam guides. They only remain silence about foils..

Booster Packs on the other hand are dropped whenever someone from the community crafts a deck; but at the same time more people who are eligible for booster packs, less likely you're also going to get one. So it's a two edged blade. Booster Packs are dependent on your level too; as every 10 levels adds 20% to your chances (i.e. 1.0x -> 1.2x)
Can someone tell me what is the difference between a normal card and foils?
Foil badges can be leveled once; regular badges up to 5 times.
They're listed as separate entries, so you can have a level 5 regular badge; and a level 1 foil badge.
