You have to buy a game from Steam Store and free to play games such as Dota 2, TF2 won't count or activate game code/keys.

For more info Limited User Accounts.

If you can't purchase anything then you have to find someone who can help you out cause there's no other way.

How much did you spend? The requirement for removing the Limited Account flag is to spend 5$US.
