No. Games given away for free on Steam haven't qualified for card drops since sometime in 2019. You can check your key activation history to see if the game is listed as a promotional / complimentary copy. If so, then you won't get card drops unless you delete that copy and buy a retail / Steam store copy.
However, if you get a free Steam game code from another site like Humble Bundle or Fanatical (who usually have a few giveaways each year), those games will still qualify for card drops.
