I think the system may be updated. for Free to play game, DLC game seems give card drop.

I know it because I have Aerena. and it read. (other game than Free to play don't though)

That is specifically just for F2P games. Since you can't purchase them, you have to spend money somehow to get cards.

They should give cards for all dlc purchases

I got info:
developers need to ask Valve to include DLC spendings into the sum for card drops if they want. Apparently there's a switch for that on Valve's end.

Not sure if they grant that for every game.
