I think the system may be updated. for Free to play game, DLC game seems give card drop.
I know it because I have Aerena. and it read. (other game than Free to play don't though)

Card drops in free to play games are rewards for spending money in game.

Once you have received all of your card drops, you become eligible for a booster pack containing 3 additional cards. Booster packs are granted randomly to eligible users as more badges are crafted by members of the community. Make sure you log in to Steam each week to maintain eligibility.

developers need to ask Valve to include DLC spendings into the sum for card drops if they want. Apparently there's a switch for that on Valve's end.
Not sure if they grant that for every game.
