Offhand, I can think of only a few games in my library that meet this criteria: Moonlighter, Thronebreaker, Grim Dawn, and The Talos Principle. But I'm sure there are many more.
Now if you're asking about cards that you can trade to another player for gems, then then I'd suggest going to someplace like the Steam Card Exchange and using their "badge price" tools to find the most expensive badges currently available. However, those are likely to fluctuate a bit based on Community Market valuations.
EDIT - In theory, since it only takes 2000 gems to make enough booster packs for a full set of cards, the highest trade value that a non-foil card should have is 400 gems (i.e. 2000 gems / 5 cards).
With purchased games that have cards, the only condition is playing time. Games that have cards will drop half of a set (rounded up) worth of cards as you accumulate time played. Most games will typically drop all their cards within 2-4 hours, but some take as long as 10 hours. Note that the game has to be PURCHASED, not given away for free. Free games from Steam are no longer eligible for card drops as of about a year ago.
With F2P games that have cards, you get 1 card for every $9 US spent on microtransactions in that game.
