So, yes, foils are rare drops. Each card you get as a drop has a 1% chance of being a foil card.
You can get cards dropped when playing a non-f2p game if you haven't yet received half of the cards as drops, and you can get 3 cards from opening booster packs.
During the big sales when there is a sale badge to craft, you can get sale cards from crafting game badges, from doing the task that gives free sales cards (lately that has been from exploring your discovery queue in the Steam Store), and from buying games from Steam during the sale (about 1 sale card per $10 USD spent in the store).
If there is a particular foil badge you want to craft, you can buy the foil cards in the Community Market. Just search for the game name + foil to find the foil cards for that game.

i had first foil drop after 300 cards, but few times was 2 foils from 2 games i idle in same time
