Level 60 requires 21000 xp, you got 1000, so miss around 20000 xp. Each badge level grants 100 xp, that's 200 badge levels to get. You can craft each games set 5 times (ignoring the foil for budget reasons), so need 40 games. If we check http://steam.tools/cards/ and sort by set price, we'll see the cheapest options to use for those 40 games. Approximating the price per set with 0.24$ (taken from the 40th game, so we overestimate the price) gives us a cost of:
0.24$/set * 200 sets = 48$.

Then add some labor cost to buy them, craft them and co
