Is there a Debian Software Center in SteamOS?
Anyone know if it's possible to install a Software Center program on SteamOS?

Would like to load the same programs I have on my Ubuntu system. This would make it easier than trying to look up the terminal commands for installing each program.

Does Debian have a software center or do you speak of the Ubuntu software center? At the end of day, if you want a desktop Linux, you're better off installing Ubuntu and Steam on top of it.

He probably means Gnome PackageKit often called "Install/Unistall Software"on Gnome Desktops, which basically just uses PackageKit to abstract the package management and provide a GUI for it. You could probably install that on SteamOS. You can install gnome-packagekit on other distros like Arch Linux and use it as a GUI package manager.
there is the same software centre used by ubuntu in the debian repo. So if steamos uses the repo it is available

A GUI software manager is already pre-installed on SteamOS.

Log into Gnome 3 desktop. At the top menu, click on Applications > System Tools > "Add/Remove Software"

You may want to enable the Debian Wheezy and backports repositories otherwise its just going to list the few packages in the SteamOS Alchemist repository.

They're referring to debian software center (same idea as ubuntu), except it doesn't list proprietary software like ubuntu does. By default it's not available on steamOS.
