GIF profile background

Does anyone know any tutorial to make an animated profile background, like it keeps following what's behind the profile?

I can't show examples because of Steam policy.
If its not clear, please let me know.

Here you will find the background files. If you want to add more and not only having the BG then you will need after effects there are plenty tutorials out there for that (Search Steam artwork tut)

You can add gif artworks to your steam account. But they are not the same as gif backgrounds. Your artwork will only be at the middle of your account page. You can only buy steam gif backgrounds from steam point shop. but you can alternatively use a normal background and a transparent gif artwork.
