If you click the button highlighted by the rectangle you'll get the option to display Soundtracks etc. Tick the checkbox.
If the icon highlighted by the circle is blue then that means only installed Games/Soundtracks etc will be displayed. Click it to change that.
Try this: Right-click the game in Steam Library > Properties > DLC
Does it list the soundtracks there? If so, have it ticked and install the game.

Steam should be able to scan your PC and find the music files for you once they are downloaded.
Browse Steam's music player:
View > Music > Browse Music (six squares icon to right of volume icon)
That should show albums/tracks that Steam has found on your system. If you click the + icon next to Albums, it'll open the settings page where you can configure things, start a scan for tracks etc. (Another way to get to that settings page: View > Settings > Music).
