If i leave my steam family can i join a different one or do i need to wait the one year?
also, if I join a different one can, I rejoin into the old one with no wait?

If you leave your old Steam Family the 1 year cooldown trigger applies.
The cooldown counts from the moment you joined your family.
So if you have been a member of a family for 6 months before leaving you only have to wait 6 months before you can join or create another family.

You can rejoin the family that you left with no cooldown.
