Valve could make Steam act as a virtual audio output, but then every game would need to be updated to allow you to choose another audio output, or you'd have to set Steam as the default audio output and configure every other application to output to another source (like an actual sound card, for instance).
Since that's not "just play a game" simple, don't expect Valve to go through the hassle. For anyone that really cares enough to split their audio output, there's Virtual Audio Cable that will do what you want.
Try to chat with headphones. If you watch streams that have team comes on other platforms, you will see that they have headphones on.
We all wear headphones. Steam Broadcast just streams all audio from the computer + Mic, the Mic (and other users in the call) echos through Broadcast because of this.
