That's the whole purpose, to not be able to take money out... because people shouldn't be streaming for 1 priority only and that is to "make money"
Good streamer are know to be good intertainement. Good intertainement is payable. They don`t do it because they get money out of it, they do it because they love it and in the end it gives them money back from doing something they like. If money is out of the picture... dont expect good streamers to be streaming on steam.

Why does everything have to be about getting money, the whole Twitch & YouTube thing really breed a lot of people who are doing it just for the sake of MAKING MONEY, I'm pretty sure Valve/Steam doesn't want to go through that path
Youtubers and streamers do it Because they love it. But to commit themselves fully to it they need a source of income so that's why they get paid through ads.
However this will be purely donation based. No ads. And the money only goes to the steam wallet so they aren't really making money out of it. Its casual streaming. The streamer can buy new games and then stream those games which their followers would want.
