Is Steam Overlay streamed?

If I open steam overlay while streaming, is it streamed? Or does the stream stick to the game only?

It shouldn’t, at least unless you choose to record video from all apps. Also you can connect to your own broadcast and check.

i havent used it in a very long time but doesnt alt tab switching show what
ever other programs are open on screen...

Alt+Tab menu should not be visible on stream unless again you choose to record video from all apps.
At least normally, there might be some weird cases with games using browser-based engines (or you might not able to stream video or audio for them without enabling record video/audio for all apps → in this cases better use OBS to broadcast).
