Report a translation problem
Last time I have tried to use the in-overlay Steam broadcaster on Arch Linux, it never started as well, no firewall, no error showing in logs, searched the web all around, no infos, I gave up, it is just that the broadcast never starts yes.
The only workaround I have found is to use the new Steam Store broadcast feature, basically, it is delegating the recording and streaming features to a third party software, like OBS Studio, and in OBS studio, you link to Steam or multi stream service such as Restream. (Btw, your Stream won't we displayed on store but just in the hub like a normal Steam broadcast)

The result will be, you will have more quality control over your Stream, it will open almost instantly in the Steam broadcast tab, and you can stream to more website at the same time than streaming on Steam, such as twitch, youtube, etc...
Linux sttill isn't supported. Annoyingly enough.
