"Watch a Friend’s Broadcast via Chat"

A friend and I keep trying to do this, and on both of our systems we get a minute-long loading screen that ends with the message "This broadcaster is offline" even though both of us are clearly online.

Is this a high traffic issue? I've been searching for a workaround with no success. Suggestions welcome.

I got around this by enabling "friends can watch my games" instead of "friends can request to watch my games"

Have same problem, can't finish the quest for the last two days, as I don't have this option to watch a friends game in a broadcast anymore.
