I'm having the exact same problem (as are other people) and watching public broadcasts isn't an issue. The normal page for watching the broadcasts in the main Steam window works just fine, but a recent update causes it to try to open in a chat window if you try to join their stream from the Friends List. The chat window thing is what doesn't work, and there's no option to *not* open it in that window. If your friend has their options set to "only friends can watch", then you can't search through public broadcasts to open it the normal way. There are a few workarounds, but the "watch game" button in the friend list was always the easiest one, and the recent update broke it.

if he random join ur broadcast it wont work
they broke broadcast so bad like the 2 years never fixed notification bug
I cannot watch nor public and nor friends broadcasting.
