did u try a speedtest.net to make sure its maybe not ur isp
did you make sure to put a "game id" in your broadcast setup,

without it you cannot stream, and put a 6 sec delay below+regenerate new code and try suggested rtmp that is highlighted
like if you wanted to stream some doa5 for example

and a few minutes or hours later you should see your rtmp at https://steamcommunity.com/broadcast/upload/
make sure to use atleast 6~10 sec delay in those settings too
and 2 keyframe in obs has mentionned above
