For RSRBR install all of them in order then you have RSRBR2018:

As far as I was able to see they just updated the 2016 version to RSRBR2018 now.

BUT then you still need the huge trackpack and carpack all explained with links in this tutorial:

Follow the installation guide and if you installed all that stuff you should have a good stable base. Then make a Backup of the RBR folder to safe you lots of frustration if you want to mod further;)
So you can quickly rollback if a mod brakes the game, which will happen if you try many.

Yes, definitely save all the Richard Burns Rally folder as a backup. I've got both the vanilla folder, and the completely modded RSRBR folders backed up. This will save you a lot of pain if something breaks, or if you want to play vanilla temporarily; just copy and paste.
