Higgenz told me about the ConVar sv_sticktoground. When the server disables it, prop surfing is handled like in GMod 12 again. It doesn't just fix prop surfing. It fixes the terrible physics engine collision bugs as well.

It includes the prop boost bounce script of which I recently made a youtube video. Sadly though, Garry changed the movement code to not let players slide off slanted surfaces. So hey, here's the gmod 12 version instead:

I haven't tested this particular version, but it should work. Put in a lua/autorun/client folder or whatever. When boosting, hold Duck (ctrl) to bounce. The script will find the right time and place to spawn the rollercoaster prop. If you also hold jump (space), you'll spawn a different rollercoaster prop which makes you go up.
