Yes it allows workers self-management, from what I know you were able to own property in Yugoslavia as long as it was not off the misery of others and small businesses were allowed to operate. I believe in person property but I think it's critical that the resources of a country (the means by which to create wealth) should be control by the working class.

Syndicalism is geared more towards Workers unions running the means of production through cooperatives and confederations. Where Titoism is Federal, requires a vanguard party to run state industries at the same time allowing the proletariat to run worker cooperatives. I would say they have similarities, but they are definitely different.
