Neither regular BLT (with the mods folder included) nor SuperBLT (on a fresh install without BLT) do anything. The mod hook seems to be completely failing to hook. That is to say, neither .dll seems to be loaded in at all.
The only 3 solutions I have found are to launch the .exe directly with admin permision, to make sure no compatibility options are on, and to reinstall windows 10. I'm pretty close to having to go with option 3.
Failing to hook? I've seen this problem before, and made a make-shift DLL-injection system - load PAYDAY 2 then run an EXE, it injects into the running process and sets up BLT.
There's an old version floating about somewhere here, I'll get a new one with SuperBLT and automatic reloading done sometime soonish.
Change of plan:
The problem is that PAYDAY 2 isn't loading IPHLPAPI.dll, probably because it's already been loaded by something else. I'm going to make a version that hooks WSOCK32, which shouldn't have this issue.
Could you please create an empty text file called WSOCK32.dll in your PAYDAY 2 folder, then start the game, and then report back whether an error message appears.
Go to the SuperBLT website[superblt.znix.xyz] and download the alternative WSOCK32.dll-based version. Extract it into your PAYDAY 2 folder as you would the normal version, but remember to delete the old IPHLPAPI.dll file.
After that, everything should work fine.
Great, if you see anyone else having the same issue please point them this way.
