is there a way to send in a demo link to a certain steam contact to get somebody banned?
just played a game and one dude was really fishy checked the highlights and its obvious trigger and aimbotting. can i send that demo somewhere

Use the in-game reporting system. You can't send demos to Overwatch manually.
To report a cheater in Counter-Strike: Global Offensive:
While holding the scoreboard key (default: tab), press your alternate fire/zoom key (default: right mouse button) to show a mouse cursor.
Right-click the name on the scoreboard, and click "Report".
A new dialog box will appear. Click the appropriate checkboxes and click 'Submit'.
Reporting cheaters in Counter-Strike: Global Offensive will help identify users that should be viewed by Overwatch.

i know i cant send them to overwatch but maybe some other contact at steam. i did report him ingame.

Report him in-game and in his steam profile. It may take some time, but if the player is cheating, he will get banned.

If you want to share you demo it has to be a GOTV (so either matchmaking or a community server that allows you to download demos or your own private server) demo. If you are trying to share one from matchmaking go to the Watch Tab > Your Matches > Click The Match You Want > Click Download. Wait for it to download then locate C:\Program Files (x86)\Steam\steamapps\common\Counter-Strike Global Offensive\csgo\replays and copy the dem file and send it to someone or you can click on the demo share code when you are in the watch tab and whatever match you downloaded you should be able to copy a code and send it to someone and then they can type that into their browser either in game or outside the game and it will download the match. To get it from a community server either ask an admin for the demo file or if the server has a website you can go on their website and find where ever the files might be and download them. Usually the files are easier to find what match it was because server owners like to name the files by Time > Date > Map, so its easier to find griefers and ban them. NOT ALL SERVERS HAVE THIS FEATURE. If you are doing it on your private server find where you chose to save them from your server batch/cmd execute or if you are renting a server find where they saved it. If you cant find them contact the server provider.

Edit: If you are trying to share a demo you recorded in game locate this folder.
C:\Program Files (x86)\Steam\steamapps\common\Counter-Strike Global Offensive\csgo
and look for a file that had the same name you gave it in console. (eg. "record Tutorial" would be called "Tutorial.dem") and once you have found that file use an external medium like Megaupload or Mediafire to upload it and send the link to the file to whoever you want. You wont be able to put your link on Steam because it is counted as a phising link.

i know how to download locate and share demos . how would i know that he was walling and aimbotting if i didnt watch the demo. the problem is just that theres no contact i can send it to :D

If you mean that you want to send it to Steam Support then you cannot. Steam Support will not do anything about and they will tell you this or they will just close the ticket. You cannot send demos to Steam Support and you can also not send demos to Valve directly. If you want to send it to friends so you can get their opinion on it, sure BUT it will not get him banned faster as it is not just based on how many reports someone has. So in short you cannot send it to Steam/Valve but you can send it to your friends but it will not speed up the process of him getting banned. If VAC got to him then he will be banned either really soon or in the future and if VAC didnt get to him then OW will if he was that obvious.

He just wants to share the demo with other people so the cheater would get into Overwatch or VAC sooner. And as for what you said about report of numbers:

If VAC sees he cheats already he wont go into OW because he is already going to be banned. Some OW bans do turn into VAC bans but thats because VAC detected the cheats after the OW ban. So no matter how many people report him if he has been detected by VAC he is on a timebomb. So if it was clear then he probably is just a timebomb.

You do realize that the first 2 "ifs" are possibilties/variables that rely on him sending it to Steam Support. IF you had read my last statements you would realize that. Also that "if" depends on you.

Perhaps this will give you a better explanation instead of depending on what the person who posted this discussion wanted. I tried to explain it and you didnt read my statement correctly but this should clear this up.

EDIT: All of the IFs are variables that depend on the system, him and the suspected cheater. That is why I used the word IF.

My final statemen is that: If VAC has gotten to him he wont be able to get OW banned but if OW got to him first then VAC found the cheats he will get VAC banned as well as OW banned. A good example of someone who had this happen to them was Fodder. Also back to his original comment Steam Support will do nothing if he sends the demo to them. NOTHING.

You gave me links that explain how VAC works. Did you forget what we were talking about at all?

What does your post has to do with reporting? I'll quote you the message if you can't see it.

If a user is reported for cheating, VAC can decide to investigate the machine a little differently, more aggressively, more frequently, or sooner.

BUT it will not get him banned faster as it is not just based on how many reports someone has

Bigger number of reports - the sooner the player gets into Overwatch. The sooner the player gets into Overwatch, the sooner the judgement is made. The sooner the judgement is made, the sooner actions are done against the suspect. Do you get it now?
