Overwatch demo tick rates

Is there a way to get the highest possible tick rate demos to players, beyond 32 tick? I've seen flick shots that aren't picked up on 32/64 tick demos (whichever is the default for MM demos) and I've had a few of my own.

I understand there is a downside to having twice the amount of data recorded if not way more. Maybe there could be a system to determine if players could run the demos well, or they could choose from two different rates, and their Overwatch influence would change compared to players using higher-tick-rate demos.
