how to make it uncensored?

They lie. Just looking at the comments I can see this:

1. Buy this game one Steam.
2. Install the game.
3. Get the 18+ version.
4. Install it in the same directory, overwrite any existing files.
5. In Steam client, right click on Nekopara Vol. 1-> Properties-> Set Launcher Options->Add: -steam="yes"
6. Play the game the way it meant to be. All the Steam features including Achievements will work.

To be honest I believe it's just a toggleable option away in a config file somewhere, going to look for it myself soon. There are probably other ways.

Tbh you should just pirate it uncensored then buy another copy to even out the fact you pirated it

(If you mean why the R-18 version is cencoring thier "private" parts) It is Japanese law! Japan has laws that state peoples private area's MUST be cencored. (It applies to real people AND hentai) So any and all hentai visual novels and doujins/manga/etc... made in Japan will have the same kind or simmilar censorship. Only visual novels/manga/doujins/etc... made OUTSIDE Japan will have the possibility of not being censored.
