How to progress the Bloodmoon East Empire Quest

Hi all,
I was just wondering is there a way to progress the colony quest in Bloodmoon?
I haven't been able to find any documentation related to moving forward the scripts in order to make the colony building spawn in.

I used the journal command to force the nord you punch out to further the quest, but the mine shaft building isn't there.

Is there anywhere that has documentation on the scripts required to spawn in sections of the colony?

You'll have to open up the area in the Construction Set and check the global variable requirements for each building.
