So, can you check that you are not running any other game server on the port 25565. Not necessarily just TES3MP. Minecraft uses 25565 by default as well, so if you had a Minecraft server running at default settings, then TES3MP server would fail to bind port.
Also you do not need to forward 25560, you should remove that rule from port forwarding settings.
i kept 0.0.0.0 when i first ran the server worked then had to change it to my local ip directly for it to appear in the browser with a ping to reach is i kept it on 0.0.0.0 it would crash the server.exe or when it appeared on the server browser itd be unreachable i just got back from a work trip so ill start over and see what happens
i dont have any other port forward for another server i will try to redo the port forward so it just 25565 see if that helps
