Report a translation problem
Since you created a server, did you check server logs to see if there are any lines that could tell you what is going on?
You could try starting server again and looking at the output while your friend logs in. That way you will be able to pinpoint the issue more effectively.
Also, you could try to log in with your character from his computer just to see what happens.
I'm not exactly an expert with this so I don't really have any idea what to look for when it comes to server logs. I was able to pull open the latest one from today in my Documents. I can post it below

This is everything from that log pertaining to the time when my friend joined and created his test character of "Fred" I don't know if anything there is wrong. But this is as far is it goes for his character creation in the log. In the actual game on his end there was no option on the screen to enter a password after her entered the name. The only GUI on the screen after entering name is the server chat box on top left that says 60 seconds to register.
We have tried creating any number of characters but it doesn't ever give the option to enter password so there is no way to actually finish the login process and fully "register" him as a player
You could temporarily disable whole firewall, just to see if character creation starts working.
Then instantly set firewall back to enabled. If character creation worked, then you know the issue is caused by something in firewall. Otherwise you try to explore other possibilities.
If not, maybe try entering the relevant info for direct connection to the server into tes3mp-client-default.cfg and run tes3mp.exe as administrator.
As I see it, the issue is, as far as we know, unique to that Windows 10 PC. I am not aware of many similar cases and therefore I don't have enough data to provide any specific suggestions.
I'm also thinking when I have the chance I will try to just start fresh and do full uninstall on both pcs and reinstall with just basic plugins. No rebirth mod installed or anything else and see if that makes a difference.
