Hey, thanks for posting this! However, it's MekPak 3.1, according to the version listed at the top of the main title screen.
hey i installed that and im having a issue finding mw4mercs.exe only the shortcut but its not linked to anything and asks me to find the exe for it

The MTX files download is the original installer files and patches from MekTek, and there's included the MTX extractor to install them.
The EXE is an installer for MekPak 3.1, compiled by some release group. The startup logo is changed to the release group, but other than that, it appears to be just the regular MekPak 3.1.
The non-MTX RAR is an archive of the full MekPak 3.1 game folder, which is just extract and play.
The graphics configuration utility should be run first before playing any of these, or the game might not load properly.

So, that's a legit site you can link freely to anyone and if nobody bothers to tell them to take it down then nobody cares for its free distribution. I don't think this version needs an install process, you just put the folder anywhere, name it whatever, etc. It's not where I got the game from where it works this way but I downloaded this last night and it appears to be the same version.
You may need the nice and easy to use dgVoodoo wrapper for old directx versions in order to get it working well with mostly but not fully flawless performance on modern Windows.

If you want instructions ask but it's super easy to use, you just dump the relevant files in the same folder as the exe of the old game you want to try with it and then run dgVoodoo's exe to set any additional options you want for that game, whether it's a glide or directx game.
I don't know about multiplayer personally, I just love playing campaign/missions. The arena is fun too but I'm sure I'd get trashed if it was with human players in it. I'm not an ace pilot, I simply love the way the mechs control in this, it's a shame nobody apes it. I'm using a joystick for the basics and the keyboard for the non-targeting/weapons functions and it's more fun to play than a flight/space sim, I wish there were more games like it but there aren't any.
Unless someone has suggestions but personally I've tried to find any kind of mech game that can control in this manner and even just a tank game since the tanks also have the same basics of a turret moving independently of the body and direction but I came up with nothing solid. Even games that in theory can work like this like MechWarrior Online don't have the same quality feel at all as far as I'm concerned, I couldn't aim for shit in MWO, perhaps it depends on the mech but I wasn't going to grind out a game I don't enjoy in the hope it gets better.
A RAR file is a compressed archive, like a ZIP file, and needs to be extracted somewhere by a program that can extract RAR files. It can be extracted anywhere.
