Are you sure you're not saving .dem files or a lot of logs? Try looking (closely) at the output of:

Nonetheless, it looks like you have 10G of data in your steamapps/Downloading directory that isn't normal. Mine is empty.
They can take up to several GB after a few months.
Try ./csgoserver update-functions
Then restart your server and see if it clears logs.

We definately need the ./csgoserver uninstall

Maybe it fails with the workshop because you're out of space again.
