Adding -nomaster parameter csserver CS1.6

I installed csserver (Counter-Strike 1.6) server. I have installed Dproto to open the entry in the No Steams with 47 - 48 Protocols, but it does not accept without the -nomaster parameter. I installed csserver from your Steam CMD with your setup. However, when I change the server / csserver number, the server does not open. I add the parameter -nomaster, but it does not.

How can I add -nomaster as a parameter?

BTW, syntax is not
parm ="stuff"
but
parms="stuff"

You can try the parm as a first or last argument. Also make sure you're editing the right config file.
