on 4k tvs its and many 4k devices its not the soc or cpu thats the problem, its the bandwidth needed, 4k takes over 100mb/s which is their limit on fast ethernet port, while a gigabit nic on the tv or device would do it with no problem at all
if using wifi, make sure the router tv support 802.11ac or better for a faster connection
htpc or an old laptop would work just fine using windows link app or steam client
the pi 4 has gigabit lan and supports 4k, but they cost around $100
nvidia shield can do 4k if you can find one
android box, just make sure it has a gigabit lan port
We still use our Steam Link in the basement on the big screen. Would love to see an updated hardware version.

I think I'm more interested in higher refresh rate, higher bitrate, HDR, and more stable connectivity than 4K. Our 4K TV looks pretty good if you feed it a decent 1080p video with low compression (high bitrate).
Another option is to try the onn Google TV 4K Pro running the steam link app. It has 32GB of storage, an ethernet port and USB A port, and much more CPU power than the Chromecast GTV.
