There's solutions with the Pi if you have an Nvidia card, but if you're on AMD you're (so far) out of luck.
There is theoretically a way to use Remotr (which has built in VCE support) with Android installed on the Pi, but I've never tried that so don't have me if it's a dud.
Best would be to just have In-Home streaming support running on the Pi itself...
