Also if you manualy delete your GPU driver you can play normal. But this is very bad idea.
And if your motherbord have intel GMA gpu you can just take out your NVIDIA and use streaming with built-in video card. It should work fine then with your CPU only.

Only one way to play for me now is using Moonlight + Sunshine. My old notebook can handle 60 fps.

does it work to stream to your phone or other devices?
make sure windows network is set to private not public
any vpn is disabled
if using wifi, check router settings, disable wifi isolation
host and client should have similar ip address, 192.168.same.different
and you should be able to ping the client from host pc
I try everything, disabling decoding, encoding, AV1, HEVC, any possible combination of this options.
All works fine at 2024, but then after few steam updates they broke support for old devices, and after that i cant even use cpu only for my streaming. It work with phone, it work with Core 2 Duo and Intel GMA 3100, but it not working with Core 2 Duo and Nvidia GT 8600m GPU. So in my oppinion steam just manualy trying use my old GPU for decoding, even with all checkboxes for it disabled. Like i say - when i delete gpu drivers stream works fine, but i need drivers to play other games and google chrome hardware acceleration.
P.s. Gma 3100 is much more worst than GT 8600, its not support any acceleration.
make sure to get all the mobo drivers for the laptop form the laptop mfg site
intel chipset, intle gpu, and nvidia mobile gt8600m gpu, and all other drivers
Not important cuz other people in this forum have same problems and different devices, but we all have old GPU. And we all have working stream before steam update, and broken stream after steam update 😣 We cant do anything, just use different stream program, like i say - use Moonlight now and its work even better, with 60 fps 1080p.
any os beyond xp would not run good on it
steam now requires win 10,
if its still on 7-8 that may be part of the problem
but if moonlight works, keep using that
I have other laptops with 2 gb ram and 10 works fine there :D
