AMD HEVC remote play

Is there a reason why HEVC refuses to work on my amd 580? I'm trying to get it to work to stream to my steam deck.
Looking through the streaming_log.txt I see this:

CGameStreamVideoStageAMF: SetProperty(AMF_VIDEO_ENCODER_HEVC_PEAK_BITRATE) failed, result = 12
Capture method set to Desktop DWM NV12 + libx264 main (4 threads)

So something is tripping AMF to fall back to x264. Anyone know what is going on here?

Doesn't work on my radeon 6600 either, despite working just fine in apps like handbrake.
