Mouse cursor offset in all games
ISSUE
Mouse Cursor Offset in all games

OS
Windows 10 (client and host)

STEPS
Open any game in Steam In-Home Streaming

RESULTS
The game acts as though the mouse cursor is offset above and to the left of where it is in my screen. Controllers and keyboards behave as normal. My mouse cannot reach the full window.

EXPECTED
The game cursor and the cursor on my screen should be in the same place.

I've attempted setting the DPI on both PCs to 100%.
I have set compatibility mode for steam.exe and streaming_client.exe on both PCs to "override high DPI settings".
I have turned hardware encoding on and off in both the client and host.
I have set every game to full screen and windowed mode, and attempted different resolutions, including the native res of the host (4K), the native res of the client (1440p), and a resolution that is neither native resolution (1080p/720p).
I have attempted both beta and the most recent stable iteration of Steam.exe

Interestingly, I notice that the windows preview thumbnail displays the "active area" that my mouse cursor is able to reach (see first image here https://imgur.com/a/jbhd7Nc ) . I can't figure out what this preview thumbnail corresponds to, but I suspect that the method of generation of this thumbnail may be a pointer as to where this problem is coming from. I did check the driver settings in both machines and was unable to locate any sort of scaling settings aside from the standard windows DPI settings.

Edit: This issue manifests both on my steamlink and my win10 laptop, so it seems to be a problem with the host PC.

I had the same problem. For anyone else encountering this: In host machine I had 4k screen and 1440p screen, with the 1440p screen set as primary display. Even with the 1440p screen set to be the primary display, there was an offset with Remote play on 1440p screen in client machine. When I disabled the 4K screen in the host machine, the offset was fixed. Hope this helps someone, as none of the other fixes worked in my case.

This issue still persists.
2x 4k@60hz@200%dpi
1x 1080@144hz@100%dpi
mouse is offset.
to elaborate, where the graphical position of where the pointer is, is not where the real actual pointer is. so to click on say for example a box saying OK; you would have to have the mouse [on my machine] about 100 pixels down and 100 pixels right.
This issue still persists to this day for anyone curious
In Steam settings, under Interface, disable "Scale Text and icons to match monitor settings" on both the host & client fixed this for me. It's the only thing that worked. Even works for non-Steam games added to Steam to use specifically with Remote Play.
