Steam Crashes when Streaming Cemu

ISSUE:
Cemu (Wii U Emulator) can be added to steam as a non-steam game with launch options to immediately start fullscreen and load a game. When this game is run locally, there are no problems. When this game is streamed, it either crashes steam completely on the host or the video stream freezes while the audio comes through the client and client input is received by the host. This is likely not a game problem, as the game continues to run perfectly throughout all of this.

OS: Windows 10 64 bit
Hardware: Intel i7 4770, GTX 1080, 100Mbps+ connection with <4ms latency and low packet loss ( so it is likely not a performance issue)

STEPS TO REPRODUCE:
1. Add Cemu emulator version 1.15.5+ to steam as a non-steam game.
2. In the launch options in Steam, add (without singlequotes) '-f -g "path\to\game\.rpx"'
3. Start streaming on another device and launch the created shortcut

RESULTS:
Steam will either crash completely on the host or the video stream will freeze almost immediately after the application starts, even though audio and input work. The game will continue to run in both cases.

EXPECTED:
The game should start in full screen with video working and streamed to the client.

Possible causes:
It seems like there is some sort of issue during the transition between display capture modes. There is a workaround that sometimes works, which involves running the game as admin but not steam (or it breaks the same way) and streaming after the game is started. This seems to force desktop NVFBC rather than whatever mode causes it to crash. Logs are here:

Hi I had the same problem but when I started using steam beta update, streaming Cemu works just fine. Maybe they already fixed that
