it shows my laptop is aviable but I cant pair

Anytime I try to pair its not accepting my codes, its not letting me select my laptop at all.

you need to enter the security code set on the host

on host
steam -> settings -> remote play -> [set security code]
then enter that code on the client to begin streaming

and be sure its trying to connect to the correct pc
name it
winkey + r -> SystemPropertiesComputerName
and reboot to take effect, restart steam client to see the new pc name

still not working I set the pin enter the pin and its does nothing just pops back up asking for a 4 digit pin.

idk what the issue is, but I just trying the steam link app and now it works again. so I have zero idea.
