Lag Spike Fix - Windows Client

I found a few references in other threads to fixes for lag spikes (easily observable through F6 light blue and red graphs spiking intermittently whilst dark blue line (host) remains flat and low), and on researching further found this utility (old, but I have validated it still works on Win 8.1) that has removed all lag spikes and enabled me to play pretty much every game trouble free on my client (Surface Pro 2) over wifi:
