Well, no. To play the games, free or not, you will need to download it. The PC playing it will need to download it before playing. This is Standard within Steam, with other system such as Origin, GOG, Green Man Gaming, Windows 8/Window 10 Store, and also Playstation store and XBox Live store.

As this is the in Home Streaming forum, you must download the game on the PC you want to stream from, but you don't download the PC that you stream to, however I don't know how to make the game appear in the Library of the other PC.

well i dont know but there are torrents but there are illegal

You don't need to download Torrents: Steam has a whole section with Free to play games: http://store.steampowered.com/genre/Free%20to%20Play/ Many of these games do will let you buy items or services within the game using real world money such as the US dollars.

The steam client collects a list of all the games installed on all the clients with IHS active and logged in to your account on your LAN and shows them in the 'Installed' section.
And you can select which machine to install to by clicking the small arrow next to the install button. (it somewhat similar with Big Picture mode, too)
