Report a translation problem
The only workaround currently is to start any compatible 2D game with remote play enabled, assign the keyboard+mouse there, and then close and play whatever VR game you wanna play with the PC side using a keyboard, apparently remote play saves that within a session.
EDIT: There is another way to work around this without needing to launch a non-VR game. At any point with your VR game still running, launch Steam Big Screen, and when you're in it go to the quick-access menu (Ctrl+2 on keyboard) and you will be able to assign the controls there. Looks like they planned to fully standarize the big screen UI with the Deck and SteamVR but they forgot that you can't currently access the Quick Access from within VR...
It really feels like Valve forgets VR local games are a thing.
