Asymetric VR doesn't work with Remote Play Together anymore - Can't open the steam overlay
TL;DR:
Remote Play Together used to work with Asymetric games. Now I can't pass controls to the other person because I can't open the overlay anymore. Help?

I'll call this a bug report, because I feel like I should be able to open the overlay.

Recently I have been playing the asymetric VR game Panopotic a bit, but I have used Remote Play Together for the person playing the PC, so they play on their own computer somewhere else. It has been working surprisingly great.
But now I can no longer make the overlay appear when I press Shift+Tab. The only way for me to start remote play now is in the friend tab in the SteamVR overlay or in the Friends window on the desktop. When I do that, it doesn't open the Remote Play Together settings, so I cannot pass control of my keyboard and mouse to the other person.
I can't find anywhere in Steam or the SteamVR overlay to reach these settings. I've only ever been able to open them in the overlay or by it automatically popping up when I start Remote Play Together.

I have also tried another asymetric game (Carly and the Reaperman). That also doesn't work.
Normal 2D games work fine and the overlay is enabled for the games I'm trying. I assume it has something to do with VR games not enabling the normal overlay, but it used to work.

Does anyone have any suggestions on what to try or how to fix it? Help appreciated.

The only workaround currently is to start any compatible 2D game with remote play enabled, assign the keyboard+mouse there, and then close and play whatever VR game you wanna play with the PC side using a keyboard, apparently remote play saves that within a session.

EDIT: There is another way to work around this without needing to launch a non-VR game. At any point with your VR game still running, launch Steam Big Screen, and when you're in it go to the quick-access menu (Ctrl+2 on keyboard) and you will be able to assign the controls there. Looks like they planned to fully standarize the big screen UI with the Deck and SteamVR but they forgot that you can't currently access the Quick Access from within VR...

It really feels like Valve forgets VR local games are a thing.
