if the tv is 4k, limit its res to 1080p, and set bandwidth to unlimited
tv link menu -> settings -> streaming/advanced, somewhere in there
Because the files is very long

try turning off hardware decoding on the link app settings
i have a few link hardware, which are 1080p
and smart 4k tv, but the link tv apps cant do 4k, it needs more network bandwidth than the tvs 100mb/s lan port can supply
in the tv app settings, limit res to 1080p, does ok, but hardware decodign adds delay, along with audio compression, make it sound choppy
turn those off, and might as use the link hardware instead of the app
Funny thing is, I have a now outdated Samsung TV on which the Steam Link app worked without delay (also 4K) - same connection setup as my current, only difference is the TV.
I have tried everything as well in regards to streaming settings in the app, but nothing changes. I'm also pretty bummed out. Really looked forward to play my games on the new TV, but the lag is just a major turnoff.
I personally think it has something to do with the software on the TV - again maybe because it is a newer android TV. Dunno..
Hope you figure something out, and if you do, please by all means share your fix ;-)
