then why ps players can play coop with split-screen?

If a game got splitscreen multiplayer, 2 players can play together ton the same PC. You can also use Remote Play Together to split that splitscreen over network.

you can play the game split screen so in theory you could have one player use keyboard and mouse and then have the other player use the steam deck as a controller. not sure its possible to have the second screen show up on steam deck though
